Tax relief on ERP software: the invoice line decides the benefit

Tax relief on ERP software: an operator checking a production machine on the shop floor

The quotation for the new ERP reaches the accountant’s desk alongside the three-year investment plan. One question always opens the meeting: «how much of this qualifies?» That answer depends on the software chosen far less than management expects, and a great deal on how the lines of the document were written. Tax relief on ERP software rewards one precise part of a project, and that part has to be isolated before signature.

Companies arriving at the assessment with a lump-sum offer discover the problem too late. A single line reading ERP implementation leaves nobody able to establish which share concerns production and which concerns administration. The assessor stops and the auditor asks for a breakdown that does not exist. The benefit shrinks to whatever can be reconstructed after the fact.

Tax relief on ERP software covers production and logistics, not accounting

Italian law supports software that governs, measures or traces production processes. Accounting, administration and invoicing modules fall outside the perimeter.

The boundary is sharper than commercial offers suggest. Bills of materials, work cycles and operations, production progress, scheduling, warehouse movements with picks and returns. These are the areas a grant consultant recognises as eligible. Sales and purchase ledgers, the general journal and periodic returns stay in ordinary operating costs.

One clarification surprises many business owners, and it concerns the warehouse. Machinery does not have to be physically connected for the logistics module to qualify. What matters is that tracked movements exist and that the system records them. That difference widens the field well beyond companies running an automated production line.

A label manufacturer founded in 2017, still growing, came to the assessment with two new machines ready for interconnection and an older one with no interface. The stated aim was automating warehouse issues from machine data. The review showed the production module qualified only where it genuinely exchanged data with the two connectable machines. CRM and document management, quoted in the same document, stayed outside. A revision of the project order followed. Production with the machine link first, everything else in a later phase and under different funding logic.

Tax relief on ERP software: licence shape weighs more than price

To access tax relief on ERP software the licence has to be capitalised, meaning recorded on the balance sheet among intangible assets. A recurring subscription stays an operating cost.

The balance sheet entry is B13, and the requirement accompanying it is a perpetual licence. Fixed-term licences invite challenge. Maintenance and support fees do not qualify and remain in operating costs, where they carry a different tax benefit of their own.

A decision follows, and it belongs in the negotiation rather than in the accounts department. Where a project includes both a licence and a subscription, the value of each has to be stated clearly. Leaving them implicit inside a total costs the benefit. This is material to validate with the accountant, because it touches the balance sheet before the relief: the supplier brings the numbers and the accountant decides how to present them in the accounts.

Insight: in a subsidised project the commercial negotiation and the tax negotiation end up in the same document. A well-written quotation is worth more than advice sought later, when all that remains is interpreting what is already written.

Tax relief on ERP software: one invoice or separate invoices

In practice a readable quotation separates at least four items: licences for production and logistics modules, licences for administrative modules, configuration and commissioning days, annual maintenance and support fees. Only the first item qualifies, and it is the only one that has to be capitalised.

The cleanest route is a separate invoice for eligible modules. If the offer has to stay lump-sum, a supplementary document from the supplier is needed instead. It must quantify the value of the eligible components, using a stated and reconstructable criterion.

Adding a reference to the scheme in the order and in the invoice also helps. The decree does not require it: it is common practice, and it makes the file easier to read for whoever examines it.

Tax relief assessments only care whether data circulates

The technical assessment attests that the asset is interconnected with the corporate information system and that data flows. No judgement on the quality of the program enters into tax relief on ERP software.

Self-certification below a threshold is no longer available: an assessment is now required in every case, and above 300,000 euro it has to be sworn. The appointed professional is a registered engineer or industrial technician, and the work happens on site. They verify where the software is installed and check the rights over the hosting system. They then document, with a technical dossier, how data passes between the ERP and the departments.

Preparing this step early cuts the timeline noticeably. An installation report and a final acceptance report signed by the supplier form the assessor’s starting point. In the projects Aesir Srl follows, both documents are produced as part of delivery, together with a map of the active integrations.

An investment closes only once a history exists

Delivery of the asset does not close the investment. Tax relief on ERP software also requires commissioning, plus a period of use long enough to produce a verifiable record of data exchange.

This is the main difference from the previous mechanism, and it changes a project calendar. An ERP delivered in December and commissioned in April generates the required history only from April onwards. Project planning and tax planning therefore have to move together, with dates aligned from the first meeting.

Electronic filings to the energy services operator follow a defined sequence. The platform has been live since 12 June 2026, according to the Italian Ministry of Enterprise and Made in Italy. Eligible investments are those made between 1 January 2026 and 30 September 2028.

Step When What has to be ready
Advance notification At the start, to reserve the benefit Description of the investment and amount per asset
Confirmation with deposit Within 60 days of the first notification Proof of payment of at least 20% of the cost
Completion notification After interconnection has been verified Technical assessment and acceptance report
Maintenance notifications Twice a year for the whole depreciation period Proof that interconnection is still active

The last row is the one companies forget, and in the projects Aesir follows it goes into the calendar alongside maintenance. The obligation does not end when the benefit is granted: it follows the asset across the whole depreciation period, typically five years for software. An infrastructure change or a poorly planned migration can interrupt the data flow in exactly the window where it has to be demonstrated.

Tax relief on ERP software and competitive grants work in opposite ways

The relief accrues whenever an investment meets the requirements, with no ranking involved. Grant schemes instead allocate limited funds, often within a window of minutes.

The shape of the advantage also deserves attention from anyone watching cash flow. The uplift does not arrive as a bank transfer and cannot be offset against other taxes: it reduces taxable income, spread across the depreciation instalments of the asset. For software depreciated over five years the benefit reads across five financial periods, not one.

The practical difference concerns risk. With tax relief on ERP software a company knows from the outset whether it qualifies, and the benefit arrives as reduced taxation. With a chamber of commerce grant the outcome depends on submission speed on opening day, and across several rounds funds ran out in ten or fifteen minutes. Building an investment on the hope of a grant alone produces a fragile plan.

Both levers can coexist on one project, with separate perimeters and cumulation rules to verify with a grant consultant. Supplier requirements also count. Several schemes call for ISO 9001 and ISO 27001 certification, extended to the ISO 27017 and 27018 controls where software is delivered from the cloud. Aesir holds both base certifications, a requirement several schemes verify before any technical evaluation.

How to prepare a quotation for tax relief on ERP software

  1. Separate production and logistics modules from administrative and accounting modules, line by line.
  2. State the value of the perpetual licence separately from support subscriptions.
  3. Attach the list of planned integrations, naming the systems and machines involved.
  4. Agree from the offer stage who issues the installation report and who issues the acceptance report.
  5. Set the commissioning date with enough margin to generate the required history.
  6. Have the accountant read the document before signature, rather than after the first invoice.

Tax relief questions the accountant asks before signing

Does tax relief on ERP software apply to a standalone purchase?

The part governing or tracing production and logistics qualifies, provided it is interconnected with the information system. A purely administrative application stays outside, and for that the right levers are chamber of commerce or regional digitalisation grants.

Must the project finish within the calendar year?

No. The eligible investment window covers three years, and a project can span several financial periods. Notifications mark the phases and their deadlines have to be respected.

What happens if the ERP is replaced during depreciation?

The asset has to stay interconnected for the required period. Early disposal or an interruption of data exchange should be assessed with the consultant beforehand, because both affect the benefit already accrued.

Is a grant consultant needed, or is the accountant enough?

The accountant follows the balance sheet and the invoice. Forms, deadlines and notification practice sit with a specialist consultant. On more complex projects the two work together, and the supplier covers the technical part.

Let’s talk

Tax relief on ERP software cannot be recovered through advice sought later. It is built the moment the quotation is written, separating what the law recognises and fixing commissioning dates. Companies that arrive prepared for the assessment are those that settled the shape of the project months earlier. The subject connects to what we wrote about ERP customisations and about the future of ERP. There too, the structure of the offer decides what happens two years later.

If you would like to explore the subject or assess the situation in your own company, you can fill in the form at the bottom of this page or write to support@aesir-tech.it: we will arrange a free consultation and start from your numbers.
